What Is the SME Packages – Digital Programme?

SME Packages – Digital is a Ministry of the Economy support scheme. It helps Luxembourg SMEs implement a digital tool with a professional provider, after a pre-analysis by an official adviser. The programme is organised around three topics:

• Digital marketing — creating, developing, or improving a website, and related online communication
• Management system — an ERP, a cash register, or software tailored to your industry
• Electronic invoicing — including an ERP module for e-invoicing

That mapping matters. A project is more likely to fit when it is a concrete tool in one of these areas — not a vague “digital transformation” wish list.

How Much Funding Can You Receive?

The financial assistance granted by the Ministry of the Economy is 70% of eligible costs . You pay the provider’s invoice; reimbursement comes after the package is in place.

Project budget requirements:

• Minimum project size: €3,000 (excl. VAT)
• Maximum project size: €25,000 (excl. VAT)

That range is small by enterprise-software standards. It is a good fit for a focused website, a first internal tool, or a defined automation — not for replacing an entire company platform in one go.

Who Is Eligible?

Your company may qualify if you:

• Have your registered office in Luxembourg
• Hold a valid business permit issued by the Ministry of the Economy
• Meet official SME criteria for staff, turnover, and balance sheet

How the Process Works — and Who Does What

The official process is sequential. Skipping the pre-analysis is not an option.

1. Pre-analysis. You meet the House of Entrepreneurship (Chamber of Commerce) or eHandwierk (Chamber of Skilled Trades and Crafts, for craft businesses). They help identify priority actions and complete the grant form.
2. Package and provider. You choose the digital package and a service provider. Together you define a quote between €3,000 and €25,000 excl. VAT.
3. Application. An official adviser submits the file. The Ministry of the Economy analyses it and decides.
4. Implementation. The provider builds the solution. This is the part NexClass does.
5. Assessment and reimbursement. After delivery, an evaluation meeting closes the package. You pay the final invoice; the Ministry reimburses 70% of eligible costs.

What This Programme Is Not

It is useful, and it has limits. Treating it as a blank cheque wastes time.

• Not automatic approval. The Ministry decides. A quote from a provider does not guarantee funding.
• Not for large enterprise programmes. The €25,000 ceiling rules out a full ERP rollout or a multi-year platform rebuild.
• Not a substitute for a business permit or SME status. Companies outside Luxembourg, or that fail the official SME tests, are out of scope.
• Not paid up front. You fund the work, then claim reimbursement after implementation.
